Up is on the Reorganize submenu of the Outline menu. It moves the selected headline up one place (or line) at the same level. Up does not move a selected headline to a higher level. Rather, Up rearranges the selected headline within its present outline level. When you move a headline up one position, all its subordinate headlines and documents move with it.
